Acquisition Gateway

This guide, geared toward the greater acquisition community (especially program offices), breaks down performance-based service acquisition into eight steps. The steps cover each aspect of a performance-based acquisition.

The Contract-Awarded Labor Category (CALC) tool helps federal contracting officers and others find awarded prices to use in negotiations for labor contracts. It offers ceiling prices, fully burdened costs, services data, and worldwide rates.

The Best-In-Class (BIC) Research Tool helps you identify and compare available Best-in-Class solutions to find the best one for your needs. The tool is a Government-wide designation for acquisition solutions that can be used by multiple agencies and that satisfy key criteria defined by the White House Office of Management and Budget. The tool establishes a database that provides buying agencies with transparency into the prices paid by other agencies at the task or delivery order level.

The Independent Government Cost Estimate (IGCE) creation tool allows individuals to build an IGCE using fully loaded labor rates from the CALC Tool, you can now easily build up your own labor rates by selectively adding indirect costs to base labor rate(s) you enter yourself. You can now selectively add indirect rates to nonlabor items (e.g. travel, materials), including the addition of a Materials & Subcontract (M&S) rate. A complete audit trail is downloadable for any CALC rates used in creating an estimate.
