The CAOC Small Business Excellence Award goes to the Defense Information Systems Agency (DISA) Office of Small Business Programs led by Sharon Jones with team members Brenda Leonard, Arielle Douglas, and Kellie Washburn.

The team collaborated with the Procurement Services Directorate, the Component Acquisition Executive, and the DISA centers on various acquisition strategies for multi-million dollar, multiple-award IDIQ contracts that assisted in shaping vital acquisitions for small business. For example, the Encore III, a $17 billion solicitation, has dedicated small business set-asides using the new authority to reserve awards to Women-Owned Small Businesses (WOSB), Service Disabled Veteran Owned Small Businesses (SDVOSB), and Historically Underutilized Business Zones (HUBZone). Additionally, the team executed a unique approach for on-ramping new small businesses to maintain a robust contractor pool.  DISA’s overall support to small businesses exceeded all previous records with the exception of HUBZone for FY16.

The CAOC Acquisition Excellence Individual Award goes to Douglas Veatch of the U.S. Postal Service.

The Postal Service awarded 55 transportation contracts to support peak season – only 35 of these were actually used. Duplication and redundant service was rampant along with differing prices. Dr. Veatch had a better idea. He issued one solicitation that resulted in 7 contracts.  His strategy allowed the Postal Service to streamline the procurement process, simplify ordering and payment, and significantly reduce contract administration time. Given the success of this strategy, the Postal Service will expand this model nationwide, allowing the Postal Service to better leverage its buying power and simplifying the acquisition process. 

The CAOC Acquisition Excellence Team Award goes to Air Force Installation Contracting Agency Category Management Program Support Office Team, led by Mark Fahrenkamp, with team members Roger Westermeyer, Lt Col Travis Pond, Steve Brady, Capt Michael Murrow, Gary Koenig, Maj John Sharkey, Dr. Carl Parson, Master Sargent Michael Rankin, Lt Col Karen Landale, Staff Sargentt Justin Keeney, and Larry Knight. 

The Air Force Installation Contracting Agency Category Management Program Support Office Team

While executing the first-ever AF category management program, the team developed and deployed of numerous AF category management processes, tools, templates, and training materials as well as comprehensive analyses and robust business intelligence.  The team developed a Prioritized Spend Profile Report and a Cost Savings Tracker for the entire $114B of AF common goods and services that allows them to focus on high value targets of opportunities.  During the last year alone, the team identified potential savings of over $40M for AF Facilities and Construction spend. The Air Force Installation Contracting Agency Category Management Program Support Office Team’s actions and results will serve to enable an AF paradigm shift from budget execution to strategic cost management and will serve to drive increased cost effectiveness and demand management efficiencies.
