H-1 Weapons Systems Support Activity
The Naval Air Systems Command (NAVAIR), H-1 Helicopter Weapons System Support Activity (WSSA), Naval Air Warfare Center Weapons Division is a shining example of a team that recognizes the value of their acquisition workforce and supports it in ways that result in improved mission delivery. The WSSA's mission is to equip the warfighter with the necessary equipment to get the job done, the first time and every time, by improving and strengthening each H-1 Helicopter platform configuration for use by the fleet. The H-1 acquisition team is small, but mighty, consisting of 22 management and technical personnel and part-time contracts support. Through use of innovative acquisition approaches, the team contracts for approximately 45 man-years of contractor support per year. The contractors are considered strategic team partners. The team produces software upgrades for the H-1 legacy fleet, consisting of the AH-1W Cobra and the UH-1N Huey Helicopters. The team is responsible for numerous projects, including Cobra DOS software for the AH-1 legacy platforms, which was recently hand-carried for delivery to the fleet for use in Iraq and Afghanistan. At the foundation of H-1 WSSA's acquisition approach is the recognition of the need for continuous improvement to support the fleet. The team has established a detailed, comprehensive training program that applies to all government and contractor personnel assigned to support the H-1 program. The purpose of the training program is to grow the skills and knowledge of the individuals assigned to H-1 WSSA, so they can perform their roles effectively and efficiently. The H-1 WSSA training includes classroom instruction as well as facilitated video, computer-based instruction, mentoring and apprentice programs, guided self-study, and directions for use on forms and templates. The H-1 WSSA Acquisition Team has consistently demonstrated a clear understanding and commitment to analyzing and utilizing the various contracting strategies. Their business practices have expanded to leverage acquisition knowledge through partnerships with other programs, competencies, and contract partners. The evidence of the H-1 WSSA's commitment to meeting fleet needs through effective procurement strategies is demonstrated in the options they pursue and the choices they make.
