The Federal Acquisition Institute promotes and coordinates government wide research and studies to improve the procurement process and the laws, policies, methods, regulations, procedures, and forms relating to acquisition by the executive agencies [41 U.S.C. 405(d)(5)(b)]. Annual Workforce Reports

Throughout its 35-year history, FAI has issued annual reports on the demographics of the acquisition workforce. These reports show trends in educational levels, hiring, turnover, and retirement eligibility for certain occupational series. These reports provide federal managers with data of value in planning or evaluating their respective acquisition career management programs.

Acquisition Workforce Competency Survey Reports

The Federal Acquisition Institute administers the Acquisition Workforce Competency Survey to civilian agencies in the Executive Branch of the Federal Government.

Contract Specialist Competencies

In 2003, FAI undertook a project to identify and validate the competencies that Contract Specialists should have and linked these competencies to a career management model. This "Report on Competencies for the Federal Acquisition Workforce" was issued as three documents:

  • The Executive Summary, December 2003 (PDF 58KB Archived File) outlines the first effort performed by the Federal Acquisition Institute to identify and validate professional business and technical competencies central to the acquisition workforce.

  • The Identification and Validation of General Competencies, May 2003 (PDF 569KB Archived) details the 24 general or "professional business" competencies for the Contract Specialist job role and provides background on the methodologies used to identify and validate those competencies.

  • The Validation of Technical Competencies for the Federal Acquisition Workforce, May 2003 (PDF 1.3MB) describes the validation of the 14 technical competencies using a methodology consistent with the validation of the 24 general competencies, providing a valid and comprehensive set of competencies for the work of federal Contract Specialists.
