NIGP is a non-profit association dedicated to the development and promotion of the public procurement profession and the profession's members through its education, research and technical resource programs. In 1978, NIGP co-founded the Universal Public Purchasing Certification Council (UPPCC), an independent certification body supporting the certification needs of public procurement practitioners.

The UPPCC offers two professional certifications. The Certified Public Purchasing Officer (CPPO) designation reflects the education, professional tenure and managerial standing of the CPPO recipient. The Certified Professional Public Buyer (CPPB) designation indicates the achievement of a prescribed level of professional competency in governmental purchasing without yet having a managerial role.

To date, the UPPCC has certified over 7,200 buyers and 1,300 officers. These certified professionals understand the strategic nature and role of the public procurer, and how they truly serve and contribute to the public trust.
