Event Name: Acquisition Learning Seminar "The Basics of Competition and Contract Type"
Description of Event:
The President’s March 4, 2009 Memorandum on Government Contracting calls for federal agencies to improve the effectiveness of their acquisition practices by reducing their reliance on non-competitive contract arrangements and cost-reimbursement type contracts. The subsequent OMB Memorandum M-09-25 mandates that all agencies review their acquisition practices and develop a plan to reduce spending on these high-risk contracting practices.
The Basics of Competition and Contract Type ALS will help acquisition professionals meet the President’s and OMB’s requirements of minimizing risk and maximizing the value of Government contracts. This ALS will focus on methods that acquisition professionals can leverage to increase competition and reduce the use of cost-reimbursement, time-and-materials, and labor-hour contracts. The seminar will also introduce practices and techniques for mitigating risk through the use of competition and appropriate contract types.
Objectives: Upon completion of the Basics of Competition and Contract Type ALS, participants will be able to:
- Describe the benefits of competition in acquisition
- Identify best practices for increasing competition in acquisition
- Distinguish between different contract types
- Identify risks associated with each contract type
Target Audience: Acquisition workforce personnel at all levels including, but not limited to, contracting professionals, project and program managers, contracting officer technical representatives, and project officers.
