The Department of the Army Joint Contracting Command-Iraq/Afghanistan.

The Joint Contracting Command is recognized for providing outstanding service in contract management to build a judicial complex and detention facilities to help foster an environment of law and order in the Rustafa District in Baghdad. The Command utilized Effects Based Contracting, an innovative approach to contract management, which synchronizes the contracting process with the real-time needs and changing requirements of the mission.

The US Department of Agriculture/Office of Procurement and Property Management/Procurement Operations Division, Information Technology Services Contracting Team utilizes a "best value tradeoff approach," which compares vendors proposed levels of service against industry standards as a selection criterion, in addition to price and past performance. The team also uses an integrated electronic acquisition system to ensure the quality and timeliness of contract deliverables, responsiveness and transparency to end users, and accuracy in accounting for expenditures.
